Meet Larry
Larry Cohen was raised in San Diego and earned his Bachelor’s degree in Political Science, with an emphasis in International Affairs, from the University of California, San Diego. He later received his MBA from Strayer University in December 2021. Following his graduation from UCSD, Larry began a lifelong commitment to public service.
He first entered public service as Assistant Campaign Manager for Juan Vargas during his successful 1993 campaign for the San Diego City Council. While at City Hall, Larry went on to serve in several senior roles, including Legislative Director, Deputy Chief of Staff, and Chief of Staff.
Larry’s ability to collaborate effectively with community stakeholders, government leaders, and the private sector led to opportunities with Fortune 500 companies worldwide. He brings more than two decades of experience in the pharmaceutical and life sciences industry, having held leadership and management positions with Schering-Plough, IntegenX (now Thermo Fisher Scientific), and Merck KGaA of Darmstadt, Germany. His work has taken him around the globe, where he has successfully led diverse, multicultural teams and delivered strong results for both clients and colleagues.
In August 2020, Congressman Juan Vargas appointed Larry—his close friend of more than thirty years—as Chief of Staff. In this role, Larry oversees the Congressman’s two district offices, manages staff operations, and directs legislative strategy.
Larry and his wife, Laura, have been married for over twenty-eight years and are raising their three sons in Carlsbad.
Before becoming the current San Diego County Treasurer, Larry built a strong record of public service as Chief of Staff to U.S. Congressman Juan Vargas. In that position, he oversaw complex operations, managed large budgets, and worked closely with local leaders to deliver results for constituents. His experience navigating government at the federal and local levels gives him a deep understanding of how smart financial stewardship directly impacts everyday lives.
